Marin Proposes 2 Civilian Oversight Bodies For Sheriff's Office
If adopted, the ordinance would create the Civilian Oversight Commission and Office of the Inspector General with subpoena powers.

MARIN COUNTY, CA — Marin County formally introduced an ordinance to create a Civilian Oversight Commission (COC) and Office of Inspector General (OIG) to bolster oversight of local law enforcement.
According to the county, Marin's ordinance aligns with Assembly Bill 1185, which took effect in 2021 and granted counties the authority to establish oversight bodies with investigatory and subpoena powers.
The local ordinance would empower the new COC and OIG to review allegations of misconduct against deputies at the sheriff's office and subpoena records and testimony when required. The COC would also have the power to launch independent investigations if it finds an internal investigation at the sheriff's office was insufficient, officials said.

The ordinance was crafted with insight from a 2022 grand jury report and months of public engagement and community outreach.
"The Board of Supervisors extends its deep appreciation to the working group, for its community outreach, dedicated efforts, and invaluable community perspective," said Dennis Rodoni, President of the Board of Supervisors. "Public speakers, including seasoned experts in civilian oversight, made it clear that the ordinance strikes a thoughtful balance; fostering both transparency and accountability and integrates appropriate levels of civilian oversight."

A second reading of the ordinance is scheduled for Tuesday.
