City Seeks To Revitalize Downtown Nightlife With New Ordinance

SANTA MONICA, CA — City officials unanimously approved a zoning ordinance that aims to revitalize nightlife in Downtown Santa Monica, including the Third Street Promenade Area and Santa Monica Place.
The proposed Interim Zoning Ordinance promotes economic recovery in Santa Monica's Downtown areas and is focused on encouraging a more active nightlife and entertainment presence.
"I hope that this will allow us to bring some of these creative, innovative ideas and sometimes out-of-the-box thinking. We need to align our policies and our ordinances to make those types of business ideas happen on the Third Street Promenade," Councilmember Oscar de la Torre said.

With the ordinance, there will be a more streamlined review path for arts and entertainment uses, officials said.
Restaurants will be allowed greater flexibility if they provide entertainment within the Third Street Promenade as restrictions on dancing, arcade games and amplified music requirements will be relaxed.

The city will also expand eligibility for Alcohol Exemption permits to other uses that can obtain a permit, such as cultural facilities, convenience markets, outdoor rooftops and instructional services.
City parking structures will also be available for outdoor commercial uses such as rooftop cinemas, community assemblies, community gardens and small/large scale entertainment.
"I'm really excited about the outdoor uses on top of the parking lots," said Councilmember Caroline Torosis. "I'm excited to see some movies."
The new ordinance will allow a longer term for Temporary Use Permits from 45 days to six months. The Community Development Director will also consider commercial uses that are not clearly defined in the Zoning Code to provide flexibility for unique business proposals, officials said.
