Four people exited the home and were detained without incident, but Ochoa refused to comply and remained inside, the agency said.

The sheriff's crisis negotiation team was called to assist.

The incident lasted over two hours, and all north- and southbound lanes of Pechanga Parkway were closed for public safety reasons between Wolf Creek Drive North and Wolf Valley Road.

Eventually, Ochoa exited the home and was taken into custody without incident.
