Lamont Praises House Passage Of CT School Smartphone Policy Bill

All public school districts in CT will adopt the new policies on student smartphone use, beginning with the 2026-2027 academic year.

CONNECTICUT — Gov. Ned Lamont on Tuesday praised the Connecticut House of Representatives for approving legislation that would require all public school districts in the state to adopt policies on student smartphone use, beginning with the 2026-27 academic year.

The measure is part of House Bill 7009, as amended, and aims to reduce distractions and promote more focused learning environments in K-12 classrooms. It directs local and regional boards of education to base their policies on a guidance document developed by the Connecticut State Department of Education.

“Young people learn best when they are actively listening to classroom instruction and interacting with their teachers and peers, not swiping, clicking, and scrolling,” Lamont said in a statement. He added that the legislation encourages a healthier balance in personal device use during school hours.

Lamont thanked the bipartisan House members who supported the bill, and specifically acknowledged Rep. Jennifer Leeper, co-chair of the Education Committee, for her leadership on the issue.

The bill now moves to the Senate for consideration before the General Assembly session adjourns on June 4.
