The preliminary investigation indicates the victim was a passenger on the scooter when the operator lost control on wet pavement and crashed near the intersection of Broad Street and Railroad Avenue. It appears both fell to the ground, however, the operator got back onto the scooter and fled the scene, leaving the passenger lying in the road."
