Foncello Proposes Laws On Energy Costs, Education, And Vet Benefits
The Republican state lawmaker from Brookfield has introduced several bills aimed of interest to local residents.

BROOKFIELD, CT — State Rep. Martin Foncello, a Republican representing Brookfield and the 107th District, has introduced several bills aimed at addressing issues affecting residents of Brookfield, Newtown, and Bethel. The proposals are currently under review by various legislative committees.
Foncello said the bills stem from input from constituents, municipal leaders, and broader districtwide concerns. Among his legislative priorities is a proposal to amend the public benefits charge on electric bills. The bill would repeal any portion of the charge not approved by the General Assembly and require legislative approval for future charges.
Addressing education funding, Foncello has introduced a bill to ensure full funding of special education excess cost grants for all municipalities. He has also proposed changes to an existing law regarding property tax exemptions for veterans with permanent and total disabilities. The current law, which took effect in October 2024, applies only to a veteran’s dwelling. Foncello’s proposal would extend the exemption to include the land on which the home is located.

Another bill calls for local representation on the Connecticut Siting Council, which reviews proposals for infrastructure projects such as cell towers. Foncello said the issue is particularly relevant in Brookfield, where several tower projects have been proposed in recent years. A related measure, raised by the Environment Committee as Senate Bill 78, is scheduled for a public hearing.
Foncello has also introduced a bill seeking to finalize a road renaming in Brookfield. The legislation would designate a section of Silvermine Road near the police station in honor of Jason D. Lewis, a Navy SEAL killed in action in Iraq in 2007. The bridge was previously designated for Lewis under past legislation, but the Connecticut Department of Transportation has not yet made the change. Lewis was awarded the Bronze Star and Purple Heart.

Other proposals include a measure addressing delays in processing livestock at USDA-inspected facilities, an issue raised by a Newtown farmer. Foncello is also supporting a proposal by the Newtown legislative delegation to maintain the current frequency of crisis response drills in schools.
In response to a concern from a Bethel resident, Foncello has introduced a bill that would increase penalties for drivers who fail to display both required license plates. The issue was raised due to difficulties in capturing violations with school bus safety cameras.
