The Town Council will vote next week on whether to approve $38 million in major projects. Tonight at 7:30 p.m. at residents may ask for further explanations from the council on the spending plan.  Here are key requests contained in the capital budget: <ul> <li>$30 million for treatment plant upgrade (grants may be available)</li> <li>$2.5 million for expansion of Linear Park (grants will reduce cost)</li> <li>$1.1 million for education projects </li> <li>$1.5 million for land acquisition</li> </ul> The council will vote on the capital budget at a special meeting at 7:30 p.m. on Aug. 23 also at Town Hall.
