The Danbury Police Department's Special Investigation Division charged Richard DaSilva, 45, Danbury, with possession of narcotics and possession of narcotics with intent to sell at 4:14 p.m. Tuesday. At the same day and time, SID charged Kathleen Richdale, 37, with conspiracy to possess narcotics and possession of drug paraphernalia. Richdale was released on a written promise to appear in Danbury Superior Court on Aug. 23. DaSilva was held on a $25,000 bond.
