Homeowners should file as creditors with the Federal Bankruptcy Court by submitting a Proof of Claim form. The form must be filed by the deadline listed in the bankruptcy notice, known as the “bar date.” If no deadline is provided, consumers should file within 70 days of the bankruptcy filing. Once the bankruptcy case is finalized, eligible consumers may be able to recover money through Connecticut’s Home Improvement Guaranty Fund. More information is available at ct.gov/DCP.

Homeowners are also encouraged to file a complaint with the Department of Consumer Protection. Complaints can be submitted online at eLicense.ct.gov or by email at DCP.Investigations@ct.gov. Instructions for filing a complaint are available at ct.gov/DCP.
“Home improvement projects are costly, stressful, and unpredictable,” DCP Commissioner Bryan T. Cafferelli said. “Homeowners who followed the proper steps should not be penalized. Anyone who paid a deposit and has an unfinished project is encouraged to file with both the bankruptcy court and our agency.”
