Reconstruction Work Begins On Affordable Housing Complex In Enfield
Demolition and construction work has begun at the Enfield Manor & Extension housing complex on Route 5.

ENFIELD, CT — Demolition and construction work has begun at the Enfield Manor & Extension housing complex on Route 5, after financing was approved for its redevelopment.
The Tobacco Valley Development Corporation (TVDC), a non-profit affordable housing developer created by the Enfield Housing Authority (EHA), closed on the project on July 31, and construction began immediately. The $48.9 million mixed-finance redevelopment will replace the existing 80 outdated units of housing for the elderly and people with disabilities with 99 modern, energy-efficient homes across two new buildings.
About half of the existing buildings have already been demolished, and residents have been relocated either to available units on the property or to nearby EHA-managed properties. The first new building is slated for completion by the summer of 2026, at which time the residents will be able to move in. Demolition and construction on the second building will begin shortly thereafter, with completion expected in 2027.

A significant component of the project’s affordability strategy includes the integration of 30 HUD 202 Supportive Housing for the Elderly rental subsidies, along with 32 Project-Based Housing Choice Vouchers provided by the Enfield Housing Authority. These vouchers will assist low-income individuals and families with stable housing. In addition, five of these vouchers will be designated specifically for homeless veterans. The remaining units will have restricted rents under the Low-Income Housing Tax Credit (LIHTC) program, ensuring the property remains affordable for many years to come.
Funding from multiple sources has enabled the project to come to fruition, including the State of Connecticut Department of Housing, State of Connecticut Community Investment Fund 2030, the U.S. Department of Housing and Urban Development (HUD), Low-Income Housing Tax Credits provided by Grow America, and the Enfield Housing Authority.
