Report: Enfield Man Charged with Molesting Girl in Manchester

An off-duty employee of the state Department of Children and Families told police she saw him put his hand down the pants of the 4-year-old.

An off-duty worker with the Connecticut Department of Children and Families saw a 43-year-old man stick his hand way down the pants of a 4-year-old at a restaurant in Manchester, according to an article in the Hartford Courant which cited Manchester police statements.

The state worker and a companion were at a Manchester restaurant on Friday when the worker saw the incident, according to the newspaper’s report.

When Jeffrey Carr of Summer Street in Enfield left the restaurant and drove away, the DCF worker followed him out and took down his license plate number, according to the newspaper report. When Manchester police spoke with him, he initially denied the accusation, but later said he did it because his fingers were cold.

Carr was charged with risk of injury to a minor and fourth-degree sexual assault. He was released on $25,000 bond and is scheduled to appear March 2 in state Superior Court in Manchester.
