Narcotics Evelyn Young, 42, of 74 Julius St., Hartford, was charged with possession of narcotics and sixth-degree larceny and cited with a first offence of possession of less than one-half ounce of marijuana, an infraction, after a shoplifting incident at JC Penney on Dec. 5 at 6:32 p.m. Police released her on a $5,000 surety bond and she is scheduled to appear in court on Dec. 18.
