Five Things To Know Thursday, Dec. 15

1.  Today is Thursday, Dec. 15.  The National Weather Service predicts rain, mostly after noon, and a high temperature of 55 degrees. Tonight will be cloudy and breezy, with a west wind of 14 to 20 mph and a low temperature of 45 degrees.

2.  The Town Council will hold a joint meeting with the Board of Education at 6 p.m. on Monday in the Town Hall Annex. The agenda has not been set, but councilors are expected to raise topics including the , upcoming budget and .

3.  If you haven't driven around checking out Christmas lights, here are the addresses of winners of this year's holiday lights contest, judged by a group at the Groton Senior Center:  Most lights, 76 Judson Avenue; most unique, 581 Noank Ledyard Road; most traditional, 12 Midway Oval. Don't forget to enter the Patch Deck the House contest and win $100,000 for the schools!

4.  The Town Council is expected to discuss again the new contract with the Board of Education and school administrators. The contract is binding unless the council rejects it within 30 days of the Dec. 6 filing.  includes raises of zero percent the first year, 1 percent the second year and 2 percent the third. Administrators will have higher co-payments for medical care and prescriptions, and will be required to work two additional days per year by the end of the contract.

5.  The council on Tuesday agreed to let Town Manager Mark Oefinger sign a letter allowing a company to install solar panels on the Flanders Road landfill.  Borrego Solar Systems wanted the "letter of intent" to have discussions with Connecticut Light & Power. The solar company wants to rent the landfill property from the town, then install solar panels that generate electricity.
