Capitol DisPatch: Tax Loophole Targeted

The following is an update of bills that have been introduced in the current legislative session by state representatives from Ledyard and nearby towns. 

Rep. Tom Reynolds, (D-42), now serving a fourth term, has introduced 43 bills, including:

• HB05048, an act requiring hospitals to submit a "certificate of need" before ending inpatient or outpatient services, which would then be followed by a public hearing. Voted to draft by the Joint Committee on Public Health and a public hearing was scheduled for Wednesday, Feb. 9.
• HB05115, An act allowing the Adjutant General to award posthumous ribbons and medals to veterans for service in time of war. A public hearing was scheduled for Thursday, Feb. 10.
• HB05315, An act concerning liability for the recreational use of lands, to include municipalities, quasi-public agencies and special districts that provide water or sewer services as owners of land entitled to immunity under the Recreational Land Use Act.
• HB05344, An act concerning veterans' benefits for members of the United States Cadet Nurse Corps.
• HB05470, An act concerning local plans of conservation and development.
• HB05471, An act requiring zoning regulations to consider the preservation of farm land, forest land and open space.

• SB00532, An act to allow the State Bond Commission to issue state bonds (aggregate principal amount not to exceed $750,000) to be used by the Department of Human Services to provide funding to Hospice of Southeastern Connecticut to build a residential hospice facility in Norwich. This bill was referred to the Joint Committee on Public Health, which voted to draft legislation.

• SB00761, An act prohibiting the sale or possession of synthetic cannabinoids.
• SB00831, an act concerning municipal liability for recreational activities on certain open space lands to encourage municipalities and other entities to keep open space lands open to the public for recreational purposes. There was a public hearing Monday, Jan. 31.

Sen. Edith Prague, (D-19^th), has introduced 45 bills, including:

• SB00010, An act, to provide insurance coverage for breast magnetic resonance imaging when an annual mammogram demonstrates heterogeneous or dense breast tissue. There was a public hearing scheduled for Friday, Feb. 3.
• SB00011, An act concerning rate approvals for certain individual health insurance policies. The Joint Committee on Insurance and Real Estate voted to draft legislation and a public hearing is scheduled for Thursday, Feb. 17.
• SB00012, An act prohibiting copayments for preventive care services. A public hearing was scheduled for Friday, Feb. 3.
• SB00015, An act requiring public comment for long-term care policy rate filings. A public hearing was scheduled for Friday, Feb. 3, the motion failed on Tuesday, Feb. 8.
• SB00016, An act concerning standards for health care provider contracts.
• SB00017, An act concerning wellness programs and expansion of health insurance coverage. A public hearing was scheduled for Friday, Feb. 3, the motion failed Tuesday Feb. 8.
• SB00018, An act concerning appeals of health insurance benefits denials.
• SB00019, An act concerning health insurance rate approvals. This bill was incorporated into SB00011 and there is a public hearing scheduled for Thursday, Feb. 17.
• SB00020, An act to require insurance coverage for hearing aids for persons who have reached fifty-five years of age but have not reached sixty-five years of age. There was a public hearing scheduled for Tuesday, Jan. 25.
• SB00022, An act increasing the penalty for manslaughter in the second degree with a motor vehicle .
• SB00023, An act concerning employees injured between 1993 and 2006 and social security offsets under the workers' compensation act. A public hearing was scheduled for Thursday, Feb. 10.
• SB00024, An act to ensure that Medicare recipients receive proper medical care and treatment during the course of a hospital stay that exceeds 24 hours. The Joint Committee on Ageing voted to draft legislation.

• SB00549, An act to require crane and hoisting operator's apprentices to be enrolled in a registered apprenticeship program, and to impose additional penalties for violations of the crane or hoisting operator licensing provisions. This bill is reserved for subject matter public hearing.

• SB00761, An act prohibiting the sale or possession of synthetic cannabinoids.
• SB00780, An act concerning the liability of corporations.
• SB00790, An act concerning unauthorized transmission of crime or accident scene photographs or videos. "Joshua's Law" is meant to protect the privacy rights of the families of deceased victims of crimes or accidents.
• SB00814, An act concerning special "silent service" motorcycle number plates for veterans who served aboard a naval submarine. The Joint Committee on Transportation voted to draft legislation and it is reserved for a subject matter public hearing.
• SB00820, An act requiring all-terrain vehicles and dirt bikes to be registered with the department of motor vehicles and to require operators of such vehicles and bikes to be licensed by the department. A public hearing is scheduled for Monday, Feb. 14.

• HB05324, An act made in an effort to reduce identity theft by prohibiting health care providers from including a patient's driver's license in their health records. The Joint Committee on Public Health voted to draft legislation.
• HB05326, An act requiring that all schools install carbon monoxide detectors. This bill was moved from the Joint Committee on Public Health to the Joint Committee on Public Safety and Security, which voted to draft legislation. A public hearing is scheduled for Tuesday, Feb. 15.
• HB05535, An act concerning school bullying laws.
• HB05555, An act to ensure that sales tax is being paid for the service fee charged by online travel service companies who provide hotel rooms at a discounted rate
