MADISON, CT - Madison police made several arrests in the past week. Those arrested are only charged at this time. Arrested were: Elmer Wales, 72, of 630 West Columbia Street, Orlando Florida, charged October 17th with sexual assault in the 1st degree. Lavon Osbia, 20, of 46 Foxon Street, New Haven, charged October 19th with larceny in the 1st degree, criminal trover in the 2nd degree, violation of probation. Thomas Christopher Picard, 46, of 393 Race Hill Road, Madison, charged October 23rd with breach of peace, threatening in the 1st degree.
