Temporary substations installed by Con Edison are not sufficient to operate full New Haven Line Service.  The reduced power provided by these temporary substations only allows Metro-North to add a limited number of trains through the 8-mile section between Harrison and Mount Vernon, providing approximately 50% of normal service.  As a result, a special schedule is still in effect.
