"The Capital Improvement Program is a financial planning tool the Town uses to identify and forecast capital needs and then evaluates, prioritizes, and schedules expenditures," First Selectwoman Peggy Lyons wrote in a recent Community Update. "CIP has a five-year expenditure plan with funding typically through capital project funds, grants, donations, or general obligation bonds or bond anticipation notes."
