MANCHESTER, CT — Manchester is to remain "a town," and is not becoming "a city" as voters had their say on a ballot question Tuesday.

And it wasn't even close. Neither was a tally that approved money for major capital improvement work.

Results of six ballot questions came in relatively early on election night.
