Manchester Police Blotter: Assault, Unlawful Restraint and Disorderly Conduct

The following arrests as reported by the Manchester Police Department are accurate as of April 19, 2012. Items on this list reflect charges filed, not convictions.

April 18 

Elissander Mendez, no age given, of 441 Main St. #404, East Hartford, was charged with third-degree assault, unlawful restraint, breach of peace and operating a motor vehicle under suspension after police say he followed and assaulted his girlfriend. 

Laurel Jean Neyhard, no age given, of 240 Fern St., Manchester, was charged with disorderly conduct.

Luis Guadalupe, no age given, of 32 Spruce St., Manchester, was charged with misuse of a motor vehicle registration, operating a motor vehicle without a license and operating an unregistered motor vehicle. 

Rayshelle Rodriguez, no age given, of 158 Garden Dr., Bridgeport, was charged with breach of peace, third-degree assault and third-degree criminal mischief.

April 19 

Lowell J. Ortiz, no age given, of 55 Taylor St., East Hartford, was charged with failure to appear. 

Ryan McCarthy, no age given, of 62C Mount Vernon Dr., Vernon, was charged with driving under the influence. 

Arielle C. Mitchell, no age given, of 135 Harold St., Bloomfield, was charged with third-degree assault, disorderly conduct, unlawful restraint and interfering with an officer after police say she hit her boyfriend and held him against his will during an argument.
