Boothroyd said the driver “left the scene without stopping to render aid or notifying emergency services.”
While the victim remained on the ground, Boothroyd said a red Toyota Rav4 ran him over, causing additional injuries.
The driver of the Toyota parked nearby and remained at the scene and is cooperating with the investigation, according to Boothroyd.
“Through collaboration between the Patrol and Detective Divisions, the Ford Explorer was located near the Meriden Public Library,” Boothroyd wrote in a news release.
The driver was identified as 31-year-old Diego Mosqura-Garcia.
Boothroyd said Mosqura-Garcia admitted his involvement and was arrested without incident.
Mosqura-Garcia was charged with evading responsibility in a motor vehicle collision causing serious injuries, operating a motor vehicle while license is suspended, and failure to exercise due care near a pedestrian. He was released after posting a $5,000 bond with a court date of March 20.
The crash remains under investigation and anyone with information is asked to contact Officer J. Golden at 203-630-6201 or jgolden@meridenct.gov.
