'Power Failure' Knocks Out Lights At Busy Middletown Highway Interchange
A "power failure" and a crash, left the Thursday morning commute a mess in Middletown.

MIDDLETOWN, CT — The morning commute in Middletown was a mess Thursday because of two incidents.
By lunchtime, though, all was calm and all was bright once again.
At about 7:30 a.m., local police said, that Route 9 ramp system was closed at the Exit 23 interchange because of a "power failure" and were encouraging motorists to avoid lower Washington Street and DeKoven Drive.

The Connecticut Department of Transportation was reporting a crash at the off-ramp and its traffic camera system showed vehicles crawling in the area. The power failure was not a result of a crash, local police said.
The power was back on just before 10:30 a.m. and interchange was re-opened, police said.

Meanwhile at about 8 a.m., vehicles were backing up on Interstate 91 northbound between Exits 18 and 21 — a 3-mile clip — because of a multi-vehicle crash between Exits 20 and 21. It was cleared relatively quickly, according to the DOT.
