Prostitution Investigation Leads To Arrest of Female Employees of Spa Business: Naugatuck Police
Police said they had received several complaints regarding prostitution activity at the local business.
NAUGATUCK, CT β Two female employees of a local spa business have been arrested, Naugatuck police said.
During November 2025, the Naugatuck Police Detective Bureau began an investigation into Cedar Health Therapy Spa located at 25 Cedar Street after receiving several complaints regarding prostitution activity, police said in a news release.
Surveillance was conducted on the business, and confirmed the activity, police added.

On Dec. 31st, Naugatuck detectives executed a search and seizure warrant on the business, which resulted in the seizure of cash and business records, police said. Additionally, two female employees identified below were arrested.
Jianglan Ji, 57, was charged with promoting prostitution, permitting prostitution, and conspiracy to commit prostitution. Lianhua Luo, 61, was charged with prostitution. Both females were later released on $10,000 bonds and are scheduled to appear in Waterbury Superior Court on Jan. 14.

The Connecticut Department of Public Health was made aware of the investigation, police said.
