Report: 'Serious' Findings in Misconduct Probe of Police Sergeant

The police sergeant's lawyer has filed a notice of intent to sue New Canaan town government, the Police Department and police chief.

A New Canaan Police Department internal misconduct investigation into the actions of Sgt. John Milligan has turned up “serious” findings, so the Police Commission has been asked to convene a Trial Board for possible disciplinary action, according to a report in the New Canaanite.

Milligan’s attorney, Dennis McDonough of Bethel, has filed a Notice of Intent to Sue with the New Canaan Town Clerk’s Office, according to the news website. In the notice, McDonough says his client ”has been subjected to foundationless allegations of wrongdoing and wrongful and egregious remarks being made, behind his back, by the Chief of Police and others of higher rank.”

Police Chief Leon Krolikowski and Town Attorney Floyd Dugas responded with their own joint statement, according to the New Canaanite, saying the Notice of Intent “appears to be an attempt to interrupt the investigation of a serious personnel matter.”

The joint statement said that the investigation was begun last September and conducted by Capt. Vincent DeMaio, who recently completed his probe. “The findings of the investigation are serious,” the joint statement said, and a Trial Board will be convened “in the near future,” Krolikowski and Dugas said, according to the New Canaanite.

On Tuesday, the Board of Selectmen met in executive session to consider, according to the agenda, “Consideration of possible disciplinary action regarding Sgt. John Milligan.”
