NEW HAVEN, CT — It was almost one in the morning on May 20 when gunfire —a dozen shots or more—erupted near Wolcott and Ferry streets. When cops got there, they found 42-year-old Peter Arroyo lying on the ground with gunshot wounds. Rushed to the hospital, the New Haven man died from his injuries, and the state medical examiner ruled his death a homicide.

Thursday, nearly three months later, police announced an arrest. At a news briefing with Arroyo's family present, police said the deadly shooting was captured on video: "On surveillance footage, a male later identified as Jaquarius Carter, 29, clad in all black clothing with a black colored hoodie and a black hat is seen approaching a group of people including Arroyo near a black Chevrolet pick-up truck in front of 10 Wolcott St."

Police said that in the video, "Carter is seen retrieving a firearm from his waist band and discharging several gunshots striking Arroyo causing him to fall to the ground immediately."
