NEW HAVEN, CT — Surveillance camera footage showed the man walking south on Liberty Street toward Carlisle Street in the Hill holding a pump action shotgun and as he neared Carlisle, two gunshots could be heard, police said.

It was Dec. 10 at around 9 p.m., when cops said they were called to that area, found ballistic evidence but no injured victims. The next day, members of the Shooting Task Force interviewed people in the area and found nearby surveillance camera footage that captured "a white male," later identified as Ryan Russow, 39, of New Haven, as the man seen on camera.

On Dec. 11, detectives saw Russow driving a car "at a high rate of speed," and he was "detained in West Haven without incident after getting out of the car," police said.
