Newtown Parks & Rec Reviews Fees, Backs Eagle Project, Approves Capital Plan
Newtown Parks and Recreation backed an Eagle Scout project, discussed fee increases, and approved a capital plan at its Sept. 9 meeting.
NEWTOWN, CT — The Newtown Parks and Recreation Commission on Sept. 9 backed an Eagle Scout proposal for a large Adirondack chair at Dickinson Park, discussed upcoming events and fee adjustments, and approved a capital improvement plan that omits the use of surcharge funds for artificial turf.
Eagle Scout Project At Dickinson Park
Ella Viau of Sandy Hook presented her Eagle project proposal to build a 6-by-6-foot Adirondack chair at Dickinson Park as a community gathering spot and photo opportunity. Commissioners voiced support, while staff said safety requirements and placement would be reviewed. The project is slated for completion by the end of October.
Special Events And Fundraisers
Parks and Recreation Director Amy Mangold reported that plans are moving forward for the Fall Carnival scheduled for Sept. 19–21. Assistant Director Connor Negri announced a grand reopening of the pickleball courts, also tied to fundraising. Commissioners also revisited the idea of hosting a winter market alongside the annual tree lighting.

'Rainbow Bridge' Pet Memorial Efforts
Nicole Aleksandrowicz, representing Mt. Pleasant Animal Hospital, updated the board on the Rainbow Bridge pet memorial project near the Park and Bark Dog Park. Progress has slowed, but Assistant Parks Director Carl Samuelson said he will attend a Planning and Zoning Commission meeting Sept. 23 to move the project forward. Orchard Hill Nature Center is being considered as a backup site.
Fee Discussions
Negri presented a review of fees since 2017. Rising transportation and wage costs may lead to higher summer camp fees, particularly to cover more field trips. Pavilion rentals and boat launch keys are also under consideration for increases, while pool and beach memberships are expected to remain unchanged. Commissioners discussed higher slip fees for larger boats and enforcement challenges around non-resident parking permits.

Capital Improvement Plan
The commission approved the department’s Capital Improvement Plan but voted against using $135,000 in surcharge funds for artificial turf at Treadwell Park. Members argued that such projects serve the wider community and should be funded through town appropriations. The plan does include long-term provisions such as park paving in 2035 and a proposed camp storage building at Dickinson Park.

- A Girl Scout troop has offered to restore the Free Little Library at Dickinson Park.
- Samuelson reported turf renovations are underway at High Meadow fields, with over-seeding and invasive grass treatment at other sites.
- Treadwell Park experienced a light failure that caused damage requiring repair.
- Narrow trails at Orchard Hill Nature Center will be reviewed following concerns about overgrowth.
The meeting adjourned at 8:10 p.m. The next regular session is scheduled for Oct. 14.
