Officers canvassed the area for witnesses and surveillance footage, collected evidence and conducted an accident reconstruction analysis based on forensic findings, Podgorski said.
After a comprehensive investigation, police applied for an arrest warrant for Owens, who turned himself in Tuesday at police headquarters, according to Podgorski.
Owens was charged with misconduct with a motor vehicle, distracted driving not by cell phone and failure to yield to a pedestrian.
His bond was set at $50,000 and he is scheduled to appear in court next month, according to Podgorski.
