Frederick J. Grant, 41, of Maple Ave., Derby, is charged with DUI and failure to wear a seatbelt.
Police said he stopped his car on Center Street and yelled to a police cruiser to turn down its high beams.
He allegedly appeared intoxicated and breath tests showed his blood-alcohol content to be above the legal limit of 0.08.
His bond was set at $500 for an appearance in Derby Superior Court.
In a separate incident, James Petzold, 26, of West Street, Seymour, is charged with DUI, evading responsibility and driving without insurance.
His bond was set at $1,000.
