Police said the dog had been "tied to a crate and left without adequate food or water."

DERBY, CT — A woman accused of abandoning a dog on the side of a Derby road in late July was arrested earlier this month, according to police.
In a news release, police said the department was alerted on July 29 by Shelton Animal Control, the animal control agency contracted by the city of Derby, that a dog had been abandoned along the side of Prindle Avenue.
According to police, the dog had been tied to a crate and left without adequate food or water.

An investigation determined the dog was abandoned the morning of July 26 and discovered later that day by a passerby, who took the dog home and contacted animal control, police said.
The dog was treated by Ansonia Westfield & Seymour Veterinary Hospital for mange and dental issues, which a veterinarian said were caused by neglect and poor diet, according to police.

Animal control officers determined the dog was named Rocky and was owned by 41-year-old Precius Goodwin, police said.
When interviewed by officers, Goodwin admitted she had abandoned the animal because she could no longer take care of him, according to police.
Goodwin was arrested Aug. 11 on a warrant. She was charged with animal cruelty and released after posting a $20,000 bond, according to police.
"The DPD believes in the ethical treatment of animals and responsible pet ownership and encourages all residents to report incidents of suspected animal cruelty to their local police departments and animal control agencies," police said in a news release.
