Robert Larence Melms, 45, of Seymour was arrested on September 10 at 7:30 p.m. on the charge of disorderly conduct. He was scheduled to appear in court September 11.

  • Use of drug paraphernalia.

Stump was held on a $1000 bond and is scheduled to appear in court September 24.

Diane Balkun, 24, of Ansonia was arrested on September 10 at 9:34 a.m. on the charges of:

  • Evading responsibility
  • Misuse of plate
  • Operating while registration of license is refused, suspended or revoked
  • Use of drug paraphernalia.

Balkun was held on a $500 bond and is expected to appear in court September 24.

Kret was held on a $75,000 bond and was scheduled to appear in court September 10.

Walter Czarneski, 25, of Wigwam Drive in Shelton was arrested on September 8 at 3:00 p.m. on charges of:

  • Interfering with an officer
  • Use and possession of drug paraphernalia.

Czarneski is scheduled to appear in court on September 24.

Frank Nelson Nowotny, 73, of Howe Avenue in Shelton was arrested on September 8 at 2:01 p.m. on charges of:

  • Breach of peace (second degree)
  • Risk of injury to a minor (three counts)
