Frederick Joe Schonagel, 43, of Sunny Bank Ave., is charged with illegal possession and use of drug paraphernalia.
Police said Schonagel was stopped in the Shelton Square shopping center late March 30 and officers found two crack pipes and a small amount of crack cocaine.
Schonagel's bond was set at $5,000 for an appearance in Derby Superior Court.
