Shelton Man Accused Of Hitting Pedestrian With Vehicle In Derby Arrested: State Police

State police said a Shelton man accused of hitting a pedestrian with a vehicle while fleeing from a crash in Derby was arrested this week.

DERBY, CT — A Shelton man accused of hitting a pedestrian with a vehicle while fleeing from a crash in Derby was arrested this week, according to Connecticut State Police.

In a news release, state police said they received a report Tuesday around 11 a.m. of an evading vehicle crash involving a pedestrian on Route 8 north at the Exit 12B off ramp in Derby.

Troopers from Troop I - Bethany found the pedestrian, who was then taken to a nearby hospital for treatment of suspected minor injuries, according to state police.

Troopers obtained video footage of the incident, in which a gray Toyota Corolla could be seen "reversing from the right lane, shifting into drive and accelerating directly toward the pedestrian as they faced the vehicle," state police said.

The video also showed the Corolla strike the pedestrian before making a right turn onto East Main Street at a high rate of speed, then flee the area without rendering aid to the pedestrian, according to state police.

Troopers spoke with the pedestrian, who said they tried to change lanes when their vehicle collided with another vehicle that sped up from the right, according to state police.

After pulling over to obtain the other driver's plate, the pedestrian exited their vehicle and was struck as the other vehicle drove around them, state police said.

Troopers confirmed the other vehicle's registration and identified the driver as Keith Chapman, 67, of Shelton, according to state police.

With help from the Shelton Police Department, Chapman was found driving the Toyota and pulling into the driveway of his home, where officers were waiting to make contact with him, state police said.

Chapman was charged with interfering with an officer, first-degree reckless endangerment, first-degree breach of peace, reckless driving and evading responsibility with physical injury.

He was later released on a $10,000 bond and is scheduled to appear in court next month, according to state police.
