Who's TP'ing White Hills?

For the third time in two weeks, I've seen toilet paper strewn about the streets of White Hills. Now, it's a pretty harmless juvenile prank, and I'd by lying if I said I've never done it -- I TP'd a few lawns on mischief night back in the day -- but that doesn't make it any less wasteful. So, who are the litterbug culprits? Has anyone else noticed this around Shelton? Just wondering!
