Police Blotter: Arrest Reports For East Lyme Police Department

Emanuel Daniel Roman, 25, of 3 Middle Street, Waterford, was charged with interfering with an officer (non-assaultive) and with breach of peace. The arrest occurred following an investigation into a possible evading crash that happened on Black Point Road in East Lyme. According to the police report, the accused returned to the scene and started screaming and cursing loudly enough to disturb neighbors. He reportedly did the same thing when he was brought to the East Lyme Police Department and had to be forcibly handcuffed. No officers were injured. Bond was set at $1,000.

David Downs, 53, of 256 Flanders Road, Apt. 111, Niantic, was charged with illegal sale of a controlled substance and with possession of a controlled substance (non-narcotic/hallucinogens/<4oz of marijuana. The accused was arrested following an investigation into a marijuana grow. Bond was set at $1,500.
