Wallingford Police Blotter: Oct. 9 Through Oct. 21, 2025

Recent arrests by the Wallingford Police Department. All charges are allegations and not convictions.

WALLINGFORD, CT — The following information has been provided by the Wallingford Police Department and does not indicate convictions:

David F. Hester, 62, of Wallingford, was arrested Oct. 9 on charges of operating under the influence of alcohol / drugs and following too closely with accident. He was released after posting a $1,500 bond with a court date of Dec. 1, according to state judicial records.

Aubrie S. Spinnato, 26, of Wallingford, was arrested Oct. 13 on charges of risk of injury to child, third-degree assault and disorderly conduct. She was released after posting a $2,500 bond with a court date of Dec. 18.

Justin E. Toomey, 60, of Wallingford, was arrested Oct. 14 on charges of third-degree assault and disorderly conduct. He was released after posting a $2,500 bond with a court date of Dec. 11.

Nicholas A. Artaiz, 36, of Wallingford, was arrested Oct. 15 on charges of operating under the influence of alcohol / drugs, carrying a dangerous weapon, and possession of a controlled substance – second offense. He was released after posting a $10,000 bond with a court date of Dec. 12.

Jeffrey J. Monges, 42, of Wallingford, was arrested Oct. 17 on charges of risk of injury to child, assaulting a public safety officer, failure to comply with fingerprint requirements, and two counts of interfering with officer / resisting. He was released after posting a $15,000 bond with a court date of Dec. 17.

Jose R. Gonzalez Colon, 46, of Newington, was arrested Oct. 19 on a charge of risk of injury to child. He was released after posting a $5,000 bond with a court date of Nov. 12.

Dale T. Mangino, 41, of Wallingford, was arrested Oct. 20 on charges of second-degree breach of peace and second-degree criminal mischief. He was released after posting a $2,500 bond with a court date of Dec. 8.

Joann Kelman, 20, of Wallingford, was arrested Oct. 21 on a charge of second-degree breach of peace. She was released on a promise to appear in court on Dec. 18.

Michael A. Janiszewski, 20, of Wallingford, was arrested Oct. 21 on a charge of second-degree breach of peace. He was released on a promise to appear in court on Dec. 18.

Santos T. Lopez, 25, of Waterbury, was arrested Oct. 21 on charges of second-degree breach of peace and second-degree assault. He was released after posting a $10,000 bond with a court date of Dec. 10.
