After the alert, dispatchers saw, via surveillance video, a vehicle backing up the off-ramp and the operator exiting the vehicle.
"It was observed on camera that the male operator then walked to a crash scene and began picking up items that were scattered on the highway from a rolled over tractor trailer unit," wrote state police in a report Monday.
Troopers arrived at the area and located the vehicle after it left the scene.
Police identified the operator as King, who was found to be in possession of "several items" from the rolled-over tractor-trailer, which did not belong to him, police said.
He was taken into custody without incident, police said.
Police did not identify the items from the truck.
The accident was first reported at about 2:45 a.m. and it slowed down traffic there for several hours before, eventually, being cleared later in the morning.
