LARGO, FL — Early Wednesday morning reports about a “person down” along U.S. 19, wrapped in a garbage bag, have sparked an investigation into a fatal crash involving a pedestrian.

“There is evidence that the female had mental health issues and was walking in the roadway,” an email from the police department said. “The female was not wrapped in the garbage bag, but was wearing the dark garbage bag as clothing.”

Officers also searched the scene and found vehicle parts in the roadway. That kicked off a crash investigation. While the driver of the vehicle left the scene, police say the person did report striking an unknown object on the road.

“The driver is cooperating with the investigation and alcohol does not appear to have been a factor in the crash,” the email said.

The woman killed has been identified as Vilayphone Sinnavong, 34. Police say she died at the scene.

The death remains under investigation. No charges have been announced at this time.

Further information is not being released.
