NEW PORT RICHEY, FL — The Florida Highway Patrol is investigating a Wednesday evening crash that left a 79-year-old New Port Richey man dead.  According to the patrol, Joseph Frost, 31, of New Port Richey was heading westbound on Massachusetts Avenue just before 8:30 p.m. As Frost approached Peggy Mac Lane, Neville Gibbings was crossing Massachusetts in a motorized mobility scooter.  Troopers say Gibbings traveled into Frost's path and was hit by his Volkswagen.  Gibbings was taken to Northbay Hospital, but later died.  The crash remains under investigation with charges pending the outcome. According to the patrol, Joseph Frost, 31, of New Port Richey was heading westbound on Massachusetts Avenue just before 8:30 p.m. As Frost approached Peggy Mac Lane, Neville Gibbings was crossing Massachusetts in a motorized mobility scooter.  Troopers say Gibbings traveled into Frost’s path and was hit by his Volkswagen.

Gibbings was taken to Northbay Hospital, but later died.  The crash remains under investigation with charges pending the outcome. Alcohol is not a suspected factor, troopers noted.
