After years of declining property values, Palm Harbor homeowners might have more valuable properties in 2013.  Pam DuBov, Pinellas County Property appraiser has good news for Pinellas County property owners. She is predicting a 3 percent rise in property values this year, <a href="http://www2.tbo.com/business/business/2013/mar/06/2/after-long-decline-hillsborough-pinellas-property-ar-651566/" rel="nofollow" target="_blank">according to TBO</a>.  <blockquote> If anything, that was a conservative estimate and the true increase may be higher, DuBov said Wednesday.
