PALM HARBOR, FL — A 29-year-old Palm Harbor has been accused of repeatedly calling 911 to say he believes President Joe Biden should be arrested and that notorious drug lord "El Chapo" should be released from prison.

Jacob Ryan Philbeck was arrested for "misuse of a wireless 911 system" after the Pinellas County Sheriff's Office said he repeatedly called 911 operators and said "El Chapo needs to be freed from prison" and "President Biden needs to be placed in prison."

Philbeck was referring to Joaquín Archivaldo Guzmán Loera, nicknamed "El Chapo," a Mexican drug lord and leader of the Sinaloa Cartel, an international crime syndicate. At one time, he was considered to be the most powerful drug trafficker in the world.

According to the sheriff's office, 911 operators told Philbeck a number of times not to call 911 with non-emergency or non-criminal situations but that Philbeck refused to comply.

"The defendant shortly after contacted the 911 service telephone line again requesting deputies in regard to the same issue," according to the sheriff's affidavit. "Deputies made contact with the defendant who was on an active E911 emergency line at which time the defendant stated 'El Chapo needed to be freed' and 'President Biden needed to be placed in prison,' repeating himself."

In all, 911 operators said Philbeck called the 911 service line at least three times in an hour.

The sheriff's office said Philbeck never explained why he felt El Chapo should be released or Biden should be imprisoned.

El Chapo was tried in Manhattan, New York, with the condition that jurors remain anonymous and receive an armed escort due to Guzmán's history of having jurors and witnesses murdered.

On July 17, 2019, Guzmán was found guilty of 12 felony counts of drug trafficking with intent to distribute, conspiracy, organized crime, money laundering, homicide, illegal possession of firearms, kidnapping and murder.

He is currently imprisoned at the United States Penitentiary, Administrative Maximum Facility, in Fremont County, Colorado, considered the most secure supermax prison in the United States

Philbeck won't be facing any prison time close to El Chapo's sentence, if any. The charge against him is a misdemeanor, and he was released from jail on $150 bond.
