3 Arrested For Illegal Gambling Ring At Tampa Club: Police

An undercover investigation into an illegal sports betting ring at the All Stars Tampa Domino Club led to three arrests, police said.

TAMPA, FL — Three people were arrested Sunday for operating an illegal gambling house out of the All Stars Tampa Domino Club in the 2300 block of W. Waters Avenue, according to a Tampa Police Department news release.

Officers with the Street Anti-Crimes Squad learned about the gambling ring in December 2023.

Undercover officers visited the establishment to make sports bets throughout the past year, police said.

During their investigation, they found that the club operated daily and connected 67-year-old Marcelino Perez, 32-year-old Charlie Parilla and 29-year-old Kendrick Franklin with the gambling ring.

A number of computers, receipts used for illegal gambling, more than $12,000 and a semi-automatic pistol were taken from the club after a search warrant was executed there on Sunday.
Perez, Parilla and Franklin were taken into custody.

Perez was charged with:

  • conspiracy to bookmake (one felony count)
  • RICO violation (one felony count)
  • agent of employee of keeping of gambling house (one misdemeanor count)

Franklin was charged with:

  • betting on results of trial or contest of skill (two felony counts)
  • bookmaking (one felony count)
  • RICO violation (one felony count)
  • agent of employee of keeping of gambling house (one misdemeanor count)

Parilla was charged with:

  • betting on results of trial or contest of skill (four felony counts)
  • bookmaking (one felony count)
  • RICO violation (one felony count)
  • agent of employee of keeping of gambling house (one misdemeanor count)

“The success of this operation is a testament to the tireless work and attention to detail shown by our officers,” Chief Lee Bercaw said. “To anyone thinking about running an illegal gambling operation in Tampa, consider this your warning.”
