New City Manager Appointed For Temple Terrace

The Temple Terrace City Council approved the contract for Carlos Baa last week.

TEMPLE TERRACE, FL — The Temple Terrace City Council unanimously voted to approve an employment agreement appointing Carlos Baa as the new city manager at its regular meeting on Sept. 6.

Baa's contract with the city will begin on Oct. 3 with an annual salary of $165,000. The initial 36-month contract is renewable by mutual agreement of both parties.

"We are very excited to welcome Carlos aboard," said Temple Terrace Mayor Andy Ross. "He is a credentialed city manager and has a long history of success both in Florida and New Hampshire. Carlos also has a tremendous amount of experience in economic development, which will be a valuable resource in helping us move our city forward."

Candidates For Temple Terrace City Manager To Be Introduced Aug. 17


Baa most recently served as the deputy city manager for Concord, New Hampshire, (population 43,503), a position he held since 2007. Previously he worked for Deerfield Beach, (population 75,018) for eight years as the economic development manager.

"I am honored to be the city's next manager and I look forward to working with the mayor and city council, city staff, residents and business owners to make Temple Terrace an even more amazing city," said Baa.

Baa was the council's first choice for the job at a special meeting on Aug. 23 after a two-day interview process involving four top candidates. In all, more than 35 individuals from across the country applied for the position.

The contract for former Temple Terrace City Manager Charles Stephenson was terminated on Feb. 1. Steve Spina, a senior consultant with Imagine That Performance, a consulting company focused on local government leadership, served as interim city manager since Feb. 18.
