Milton’s City Council returns Wednesday night set to vote on three alcohol beverage license requests, two large-lot developments and nine Parks and Recreation program provider agreements – including one for new fitness classes and camps.

- UNFINISHED BUSINESS, a place for the Council to discuss and vote on items that have appeared on previous meeting agendas
- NEW BUSINESS, the part of the meeting for items that have not been on past meetings’ agendas that the Council can vote on
Below are summaries of each agenda item that will be considered on Wednesday.
- Approval of the February 7, 2022, Regular Council Meeting Minutes.
This relates to the “minutes” – or official written record – from the City Council’s most recent Regular Meeting. On February 7, the Council voted to amend certain fencing requirements, moves intended to streamline regulations, eliminate inconsistencies, and allow for a uniquely Milton-esque look across the city. Another vote paved the way for the Milton Fire-Rescue Department to have an “automatic aid” agreement with all North Fulton County cities. This item relates to the City of Milton government’s financial statements and investment report for last December.
With approval of this agreement, the Milton Police Department will purchase and LEID Products will install an asset locker management system at Milton’s Police Station in the Public Safety Complex. These lockers will be used to safely secure sensitive, high-value items such as firearms, RADARs, and Tasers.
The Council will vote on an agreement for TriScapes to repair sidewalks around several neighborhoods in Milton, as well as to replace a section along Heritage Walk in downtown Crabapple.
With approval of this “change order,” SiteMed – a local primary medical care provider – would add cancer prevention health screenings to the services it currently provides to the Milton Fire-Rescue Department. These screenings would better align Milton Fire with National Fire Protection Association “1582” guidelines. Every year, the City – with official agreements approved by the City Council – must approve agreements with those that offer programs in partnership with the Milton Parks and Recreation Department. Below you will find brief descriptions of each program provider up for renewal at Wednesday’s meeting. (These are some but not all offered through Milton Parks and Rec.) This list also contains one program provider that would be new to the City of Milton – the YMCA of Metro Atlanta.

The City’s tennis program – including competitions and training – is run by Director and Head Pro Terre O’Brien at the Milton Tennis Center at the former Milton Country Club.
Eagles Stix provides competitive youth girls lacrosse teams, camps and training opportunities at Bell Memorial Park and other City fields.
The Photo Creative offers youth and adult photography classes, camps and other educational, fun programs primarily at Community Place.
Wellesong instructors have led Tai Chi classes and workshop at City facilities, helping participants build their strength, focus and flexibility.
The YMCA of Metro Atlanta is the only provider on this list that would be new to the City of Milton. With approval of this agreement, YMCA instructors would lead youth and adult fitness and wellness classes as well as school-break camps mostly out of the renovated former Milton Country Club clubhouse-turned-recreation center.
Cathi Huff and her team from Atlantis Dream Farm offer two types of programs through the City. One is Love GOGA, a unique yoga experience in the company of meandering goats. The other is a mindfulness program called Mindful Seeds.
Halftime Sports is the City’s longtime youth basketball program provider, offering competitive seasonal leagues as well as camps for youth in grades K-12 in partnership with the City.
Peri Sanders from Rhythm N’ Shoes leads ballet, tap, hip hop and jazz classes/camps for boys and girls ages 3 to 10 at City facilities.
GGLeagues is one of Milton Parks and Rec’s newest program providers, giving Milton residents discounted rates to compete against others in Georgia in online gaming leagues.
These two items relate to minor plat revisions for properties in Milton – both of them involving “large-lot” subdivisions, which the City defines as parcels of 3 or more acres. Within AG-1 zoning, individual parcels can be as small as 1 acre; yet the City has made a priority of doing what it can to create “large lots.” The specific proposals on Wednesday’s agenda are:
+ To have 4 lots – as opposed to the previously approved 5 lots – as part of The Meadows Parkside neighborhood off Freemanville Road. The size of these lots would range from 3.07 to 7.46 acres.
+ To divide 10.89 acres in Hickory Pass – which is in northwest Milton near Hickory Flat Road and Birmingham Park – into three lots. Each of those parcels would be between 3.1 and 4.3 acres.
- Approval of a Construction Service Agreement, Change Order #1 Between the City of Milton and Advanced Sports Group, LLC to Modify the Scope of Work for the Construction of Two Artificial
Turf Fields at the Cox Road Athletic Complex.
Milton’s Parks and Recreation Department – in collaboration with the City’s Parks and Recreation Advisory Board – has been working toward turfing the grass fields at the Cox Road athletic complex. The City Council has been regularly briefed and signed-off on this plan. This “change order” would slightly alter this project by increasing (by 3,823 square feet) the amount of land to be covered in turf. Doing so would create an additional game field for the City’s various athletic programs (including lacrosse, football, baseball and soccer) can play on.
- Approval of Temporary Construction Easement Agreements between the City of Milton and Pamela Ford Allen Jackson, as Trustee of the PFAJ Revocable Trust Dated February 7, 2019 to Support and Accommodate the Improvements being Constructed as Part of the Hopewell Road at Bethany Bend/Bethany Way Project.
This temporary construction easement agreement relates to the Public Works Department’s intersection improvements where Hopewell Road meets Bethany Bend as well as Bethany Way. This short-term agreement allows for work crews to work in the identified easement areas of this specific impacted property while the project is being completed.
REPORTS AND PRESENTATIONS
- Community Development Update
Milton’s Community Development Department handles a wide range of matters and responsibilities such as permits, plan reviews, building inspection, land development, code enforcement, zoning and more. On Wednesday, the Department’s staff – led by Director Bob Buscemi – will brief the Council on pertinent developments over the last month-plus. This will include the latest on efforts to replace Fire Station 42, the renovation of the former Milton Country Club clubhouse, and the promotion of Emily Schnarre (from Permit Technician) to Planner I. During this presentation, the Council also will get an update on how the 2040 Comprehensive Plan is being implemented and the Department’s enhanced use of Milton’s Geographic Information System (GIS).
PUBLIC HEARING
- Consideration of the Issuance of an Alcohol Beverage License to Kathleen’s Catch II, LLC dba Kathleen’s Catch, 12660 Crabapple Road, Suite 110, Milton, Georgia 30004
Kathleen’s Catch is a fish market located in Crabapple Market. Milton Wine and Crystal had previously been located inside this location. With that no longer the case, the proprietor of Kathleen’s Catch is seeking their own Alcohol Beverage License to assume some, but not all, elements of the license once held by Milton Wine and Crystal. During this Public Hearing item, citizens can share their views on this request.
A new storefront for a franchise called Roll On In/Buzzed Bull Creamery is being proposed for Crabapple Market (next door to Kathleen’s Catch). Among other items, customers would be able to purchase made-to-order alcoholic and non-alcoholic frozen deserts like ice cream. Citizens will have the opportunity to offer their opinions on this business venture’s Alcohol Beverage License request during the Public Hearing portion of Wednesday’s meeting.
UNFINISHED BUSINESS
Earlier this month, the City Council considered whether or not to issue an Alcohol Beverage License to New York Butcher and Wine Shoppe, a new business looking into opening in Crabapple Market. Council members requested additional information from the applicant before casting a vote. They’ll be able Wednesday to vote on an ABL for this establishment.
NEW BUSINESS
This item mirrors one listed under Public Hearing. The Council can vote on whether or not to issue an Alcohol Beverage License for Kathleen’s Catch in downtown Crabapple.
Citizens likewise will have had an opportunity to discuss this item in the Public Hearing portion of Wednesday’s meeting. Here, the Council can vote whether or not to issue an Alcohol Beverage License to this proprietor.
