18-Year-Old Chokes His 4-Year-Old Sister During Fight in Mother's Home

The incident happened on the Northside of town.

A young man who was angry about his mother not giving him gas money turned his rage on his little sister, choking her so tightly she couldn't breath.

According to a story in the Athens Banner Herald, Joseph Tyler Skipper, 18, was arrested at his mother's northside home on Tuesday night after fighting with his mother and hurting his sister, police said. He is alleged to have also punched and grabbed his mother.

The mother called Athens Clarke County Police around 11:20pm because her son was banging on the windows of her house and kicking the front door, the story says. She told police officers that she had kicked him out earlier in the evening because he became so angry when she told him a tight budget prevented her for providing him with gas money.

It was then that he turned on his 4-year-old sister, according to the story. The child later told police that her brother was mean, that her had put his hands on her throat and squeezed and that she ran away from him and hid in her closet, the story says.

Police said that Skipper was charged with first-degree cruelty to children, two counts of battery, and criminal damage to property, according to the story.
