Georgia State University Officer Charged With Rape, Kidnapping: Police
The victim met Terry Payne at a Buford restaurant for a date and doesn't remember anything until being raped when she woke, she told police.

BUFORD, GA — A Georgia State University campus police officer was arrested Friday and is being charged with rape and kidnapping, according to Gwinnett County police.
Terry Payne, a 59-year-old man from Loganville, turned himself in at the Gwinnett Detention Center and is also facing false imprisonment and violation of oath of office charges, according to authorities.
The victim, who police did not identify, reported being raped at a local hospital Saturday and told Gwinnett police she met Payne several months ago and agreed to meet for a date Aug. 5, the previous evening. The victim remembered meeting him at a Buford restaurant on Mall of Georgia Boulevard and having an alcoholic drink but nothing else until she woke up somewhere else with Payne raping her, according to police.

The victim got away a short time later and went to the hospital, authorities said.
