- With the help of multiple law-enforcement agencies, including the Fulton County Sheriff’s Office, the Gwinnett County Sheriff's Office arrested eight people for human trafficking, racketeering, and criminal gang activity on Nov. 11. Hilton Dobbins, 33, of Fulton County was one of the eight arrested on suspicion of one count of conspiracy to violate the RICO Act, one count of violation of the Street Gang Terrorism and Prevention Act, and one count of pimping.
