A neighbor told police he saw a man climb into the passenger's side of the car driven by another man. That witness described the occupants as black men in their 20s, but another witness thought one of the two was a woman, according to police. The car had what appeared to be black Duct tape on parts of the rear bumper, according to the Nixle alert sent around 12:30 p.m. Tuesday.
