As more of us have become vigilant with respect to public safety, there's been some question regarding proper protocol for dealing with and reporting suspicious people in the neighborhood.

First rule of thumb: If someone's actions are suspicious enough to warrant a thread of messages on your neighborhood listserv, the first thing you ought to do is call the police.
