Mullard Provided 20 Years of Dedicated Service to the Village

Village Administrator Fred Mullard has decided to leave Village service, and his final day with the Village will be March 11, 2022.

Throughout his 20 years of service to the Village, Mullard has driven positive progress and worked to uphold and improve the quality of services offered by the Village while serving in various roles and departments.

“Fred’s strong leadership, wise decision making, and breadth of experience will be missed,” said Village President Ray Bogdanowski. “The positive impacts he has made while serving our community for over two decades will endure, and we wish him the best going forward.”

After he was sworn in as the Village Administrator on July 23, 2020, Mullard led the Village through the challenges brought about by the COVID-19 pandemic, while also navigating through significant changes in the leadership team.  Despite this, he successfully prepared a balanced Fiscal Year 2022 Budget without a levy increase.

“The Village looks forward to a smooth transition of leadership,” said President Bogdanowski, who anticipates requesting the Board’s consent for the appointment of Shannon Andrews to the position of Village Administrator at the March 10, 2022 Village Board meeting.

Assistant Village Administrator Shannon Andrews has over 15 years of municipal management experience, with a majority of this serving the Village of Lake in the Hills. She holds a master’s degree in business administration and has previously served both the Village of Lakewood and the Village of North Barrington.

As a part of the transition of leadership, the Village is soliciting applications for Assistant Village Administrator. The role is a critical part of the development of the policies and practices necessary to keep the staff on the cutting edge of service to Village residents.
