Arrests Scott N. Stoliar, 52, of the 1700 block of First Street, Highland Park, was charged with driving under the influence of alcohol Aug. 13 near Buffalo Grove and Aptakisic Roads. He was also cited for improper parking on roadway and having an uninsured vehicle. Juan P. Moreno, 29, of the 2500 block of Estes, Chicago, was charged with being an unlicensed driver Aug. 13 near Thompson Boulevard and Brandywyn Lane. He was also cited for disregarding a stop sign.  Theft A woman reported that her iPhone 5 was missing from her purse. She told police that the phone had been located in a zippered side pocket and she discovered it was missing after she returned home from shopping on Aug. 11.
